The Twelfth Five-Year Plan for Tourism Development

Commissioned by the China National Tourism Administration, CTA undertook a research project entitled the Outline of the Twelfth Five-Year Plan for the Development of China’s Tourism Industry (hereinafter, the “Outline”). Under the leadership of president Dai Bin, the research was initiated by the Institute of Tourism Policy and Strategy Studies and carried out by both our internal units and external units. Compiled in light of the Suggestions of the CPC Central Committee on Formulating the Twelfth Five-Year Plan for the National Economic and Social Development, the Outline of the Twelfth Five-Year Plan for the National Economic and Social Development of the P.R.C, and the Opinions of the State Council on Accelerating the Development of the Tourism Industry, the Outline is intended to define the strategic intention of the State to develop the tourism industry, identify the key tasks of the tourism industry, regulate the tourism market, and provide a basis for administrative departments of tourism to perform their duties such as market development, industrial promotion, industrial supervision, and public service.
