In accordance with requirements of A Number of Opinions of the State Council on Supporting the Economic and Social Development of Qinghai Province and Other Tibetan Areas, the Research on Ideas of "Twelfth Five-Year" Plan on the Development of China's Tourism Industry, and the Compilation Program of Qinghai "Twelfth Five-Year" Plan, in order to thoroughly implement the spirit of the Party's Seventeenth Congress, comprehensively implement the Scientific Outlook on Development, and accelerate the promotion of Qinghai's strategy of " Establishing Province by Ecological Way" to build a "Magnificent Qinghai" and "Famous Province for Plateau Tourism", China Tourism Academy presides over the preparation of the Qinghai "Twelfth Five-Year" Plan" on Tourism Development at the invitation of Qinghai Provincial Tourism Administration.

The plan initially considers the following eight key elements: first, the review on "Eleventh Five-Year" development and opportunities and challenges; second, development goals and strategic layout; third, strategic priorities and the division of tasks; fourth, image building and market development; fifth, industry elements and subject cultivation; sixth, top-quality routes and supporting construction; seventh, key scenic spots and supporting measures; and eighth, planning implementation and security system.
