Reform Pilot Program on Balancing Urban and Rural Development Through Eco-tourism

As one of key counties included in the national plan for poverty alleviation through development with rich eco-tourism resource endowments, a flooded county in the Three Gorges Reservoir area with extremely strong ecological sensitivity, a poverty-stricken county in Wuling Mountain Areas where minority nationalities are scattered, and the only world natural heritage site in Chongqing, Wulong County takes the tourism as the leading industry, and actively explores the new development model of "four powers-in-one, three-in-one" to drive the beneficial and interactive development of related industries. However, Wulong County still faces "large gap between urban and rural development, not strong industry driving force, more people living in poverty, comparatively prominent dualistic structure, lack of coordination of economic and social development, low degree of openness and other deep-seated contradictions and problems. Thus, to carry out reform pilot for balancing urban and rural development through eco-tourism in Wulong meets the urgent need to explore new paths for national reform for balancing urban and rural development, and the fundamental requirement in the implementation of the Overall Program on Comprehensive Supplementary Reform Pilot for Balancing Urban and Rural Development in Chongqing.

The program proposes the construction of pilot demonstration area, supporting infrastructure, leaping development of market players, enriching of product systems under the brand of ecological fitness and tourism, balancing of urban and rural comprehensive development through ecological and solid tourism, the promotion of regional overall development taking Wulong as a leader, and other key tasks, and proposes breakthrough in land policy and management system and other policy measures.
